The PAER is part of Portugal’s growing commitment to renewable energy, as outlined in the recently revised National Energy and Climate Plan for 2030 (PNEC 2030) which, with regard to renewable energy from ocean-based sources, sets a target to create conditions for the allocation and installation of 2 GW of offshore wind energy through competitive tendering processes by 2030.
The key point is the identification of potential areas that could allow the installation of up to 9.4 GW of commercial offshore renewable energy projects in Portugal:
These areas differ from those outlined in the PAER Proposal that was released for public consultation in October 2023, as (i) in relation to Viana do Castelo, the northern area has been reduced and the southern area has been removed, (ii) the Leixões area has been adjusted and (iii) the Ericeira zone has been removed.
