The new legislation establishes the State’s predominance in the planning, transmission, and distribution of electricity, limiting private sector participation to specific schemes under certain conditions. It also creates the National Energy Commission as the new regulatory body and introduces the concept of energy justice to reduce inequality. Additionally, it removes the legal separation requirements within the CFE, granting it greater operational flexibility.
