Profile
Alfredo Aguilera joined Pérez-Llorca in 2021 as Counsel of the Litigation practice area.
Prior to this, he held the role of Assistant State Advocate in the State Advocate’s Office before the Central Contentious-Administrative Courts, was coordinator of the mutual legal assistance agreement with ADIF and has handled cases in the State Advocate’s Office before the High Court of Justice of Madrid.
Previously, he worked as Head State Advocate in the State Advocate’s Offices in Zamora and León, handled matters for the Social Department of the State Advocate’s Office, and acted as coordinator of mutual legal assistance agreements with various public sector entities such as the State Agency for Aerial Security (Agencia Estatal de Seguridad Aérea – AESA) and the National Institute of Cybersecurity (Instituto Nacional de Ciberseguridad – INCIBE).

Experience
Alfredo is a State Advocate on leave of absence, boasting wide experience in the field of litigation, having served for six years representing and defending in court the General State Administration and its various public bodies and dependent entities.
He specialises in litigation related to public procurement, having represented and defended ADIF in court in his capacity as coordinator of the mutual legal assistance agreement, and also has extensive experience in the field of asset liability.
He also has extensive procedural experience in the other branches of public law, having represented and defended in court the General State Administration and its public bodies, in matters in sectors such as pharmaceuticals, telecommunications, transport, infrastructures, subsidies and sports law.
Academic and publishing collaborations
Speaker at courses on Transparency, Access to Public Information, Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations and Law 40/2015 of 1 October, on the Legal System of the Public Sector, aimed at officials from the General State Administration and various government agencies.
