Ana joined Pérez-Llorca in May 2019 and she was made Partner in January 2021. Before joining the firm, Ana held the role of Head State Advocate at the Secretariat of State for Energy. Previously, she was State Advocate at the National High Court for six years, and was coordinator of the Energy and Telecommunications practice area. As part of this role, she coordinated the Mutual Legal Assistance Agreements signed between the State Advocate’s Office and the Spanish Energy Commission, the Spanish Commission on Markets and Competition (Energy area), the Nuclear Safety Council and the Institute for Diversification and Saving of Energy (IDAE).
Ana also worked in the Criminal department of the State Advocate’s Office and acted as State Advocate for the Zaragoza State Advocate’s Office.

Experience
Ana has extensive experience consulting on energy matters, which she acquired while working as Head State Advocate at the Secretariat of State for Energy and coordinating the Mutual Legal Assistance Agreements signed with the Spanish Energy Commission, the Spanish Commission on Markets and Competition (Energy area), the Nuclear Safety Council and the Institute for Diversification and Saving of Energy (IDAE). In addition, Ana has taken part in international arbitration proceedings arising from the Energy Charter Treaty.
She also has extensive experience in the field of litigation, having served for six years as State Counsel before the National Court, representing and defending the General State Administration in energy matters, as well as representing and defending the National Energy Commission in court, and later the National Commission on Markets and Competition in relation to the decisions adopted by the Regulatory Oversight Chamber on energy matters.
Other areas of regulatory law to which Ana has lent her expertise include the telecommunications, audiovisual communication and postal sectors. She has represented and defended the General State Administration, the Telecommunications Market Commission (CMT), the Spanish Postal Sector Commission and most recently the Spanish Commission on Markets and Competition.
Ana’s experience also includes procedural matters related to other branches of public law, having represented and defended the Ministry of Public Works and Transport and the Ministry of Agriculture, Food and the Environment before the National High Court. She has participated in proceedings before various high courts in Spain’s autonomous communities and administrative courts.
Ana has also spoken at the Central Administrative Court of Contractual Appeals on public procurement issues.
