On 24 February, the Council of the European Union adopted the 16th package of economic and individual restrictive measures against Russia (the “16th Package”). The new measures, in addition to increasing controls to prevent the circumvention of sanctions that have already been imposed, focus on key sectors of the Russian economy such as energy, trade, transport and financial services. The new package of measures also seeks to further restrict the activity of the so-called “Russian shadow fleet” and vessels that contribute to Russia’s energy revenues.
