Adolfo Mesquita Nunes, a partner in Pérez-Llorca’s Public and Regulatory Law practice, has been appointed as a member of the Advisory Council for the Digitalisation of Public Administration (using the Portuguese acronym, the CDAP).
The mission of the CDAP, created within the framework of the Public Administration Reform led by the XXIV Constitutional Government, is to share guidance on the main trends, challenges and opportunities to be addressed in terms of the digital transition, administrative modernisation and emerging technologies, contributing to sharing international best practices, and to decide on the objectives, priorities and challenges in the implementation of the National Digital Strategy and the action plans for the digitalisation and modernisation of Public Administrations, including sectoral plans. This effort is aligned with the objectives of the European Digital Decade and the goals of the Recovery and Resilience Plan, with the aim of transforming public services into simpler and more efficient processes focused on the needs of citizens and businesses.
The CDAP is composed of five independent experts, recognised for their expertise in the fields of administrative modernisation and digital technologies. In addition to Adolfo Mesquita Nunes, the Council is composed of: Delfina Soares, Filipe Manuel Simões dos Santos, Luís Alfredo Martins do Amaral and Luísa Ribeiro Lopes.
As a partner at Pérez-Llorca, Adolfo Mesquita Nunes has led practice areas related to emerging technologies, in particular advising public and private entities on their ethical and legal compliance strategies for the use and development of AI. With more than 20 years of experience, Adolfo Mesquita Nunes specialises in public policy, public procurement and administrative litigation, with extensive experience in public procurement and in representing various public administrations and private entities in administrative litigation. In recent years, he has devoted himself to the study of artificial intelligence, in particular its regulation and the challenges that this technology poses to business and society.
