Santiago joined Pérez-Llorca in 2022. He has experience in the public sector, having completed an internship in the Assembly of Madrid. Prior to joining the firm, he worked in a Spanish multidisciplinary law firm in the field of litigation, both in administrative and judicial proceedings.

Experience
Santiago provides ongoing advice on land planning, environmental, infrastructure and construction matters to domestic and international companies, investment funds and urban planning entities on all kinds of transactions, with special emphasis on:
- Drafting legal reports on the feasibility of carrying out urban development and/or environmental actions on all types of land and assets (e.g. residential, tourism, commercial, logistics, etc.).
- Carrying out land planning and environmental due diligence on projects both completed and under construction.
- Specific legal advice on processing and complying with planning and environmental requirements for renewable energy projects (e.g. wind farms, photovoltaic plants, hydroelectric power plants, etc.).
- Legal analysis of sectorial regulations in land development and asset construction (e.g. aeronautical easements, livestock trails, heritage protection, coasts, public hydraulic domain, etc.).
- Urban development actions (e.g. refurbishment, rehabilitation, consolidation, etc.) in assets declared to be of Cultural Interest, as well as potential changes of use and establishment of new activities.
- Advice on the reservation of land for social housing (VPOs) as well as their development, classification, declassification and transfer.
- Litigation in administrative and contentious proceedings, with special emphasis on planning instruments, land planning licences, administrative liability and environmental authorisations and rulings.
